Jupiter Condo Financing Changes Buyers and Sellers Should Know About

October 29, 2026

A financed buyer who writes an offer on a Jupiter condo in December and applies for the loan in early January may face a different lender standard than a buyer who applied before the holidays. Fannie Mae's minimum replacement-reserve contribution for condo associations goes from 10% to 15% of the annual budgeted assessment income for loans reviewed under its Full Review process. The change applies to loan applications dated on or after Jan. 4, 2027. The trigger is the application date. The contract date and the closing date don't decide it.

That date falls about two months after this post goes up, in the busiest stretch of the winter season. It is also the second step in a tightening that started on Aug. 3, 2026. Together, the two steps mean a buyer who needs a conventional loan has to look at a building's finances before deciding what a unit is worth. Price alone no longer tells them whether they can close.

The Line That Moved On Aug. 3

For years, many established condo buildings went through a shortened lender check. Fannie Mae called it Limited Review, and Freddie Mac's version was called Streamlined Review. Fannie announced the end of Limited Review in Lender Letter LL-2026-03, dated March 18, 2026. Lenders could adopt the change right away, and they had to apply it to every loan application dated on or after Aug. 3, 2026. Freddie Mac retired Streamlined Review on the same date in Bulletin 2026-C.

Fannie's letter also says the change removes the remaining geographic restrictions that had applied to Florida under Limited Review. Florida buildings now go through the same Full Review as condos in any other state. That review checks every applicable project eligibility requirement, and the lender has to certify the result.

The same letter changed how reserve studies are used. When a building's budget falls short of Fannie's reserve requirement, a lender can still use a reserve study to show the reserves are adequate. The lender now has to verify that the budget includes the highest recommended reserve allocation in that study, and the baseline funding method is no longer allowed. Baseline funding lets a reserve balance approach zero without going below it. A building that budgeted that way could pass the old check and may not pass the new one.

Which Jupiter Condos Still Skip The Deep Check

Some condo units still avoid a full project review. Fannie Mae's project standards table sorts units by unit type, project size and project status.

Unit and project

Fannie Mae review path after Aug. 3

Attached unit in an established project, including a 5 to 10 unit project inside a larger development or master association

Full Review with Condo Project Manager, FHA project approval, or streamlined PERS for established projects

Unit in a 2 to 4 unit condo project

Project review waived, with some basic requirements

Unit in a 5 to 10 unit project with no larger development or master association

Project review waived, with some basic requirements

Detached unit in a new or established condo project

Project review waived, with some basic requirements that may apply

Most of the tightening therefore lands on attached units in larger established buildings. A detached villa that is legally a condo, or a small stand-alone building, is reviewed differently from a unit in a multi-building complex. A small building that sits inside a master association goes back to Full Review. Freddie Mac has its own options for established projects, including Reciprocal Review and Exempt From Review where a project qualifies.

Cash Buyers Are Not Affected

In September 2026, Palm Beach County recorded 782 condo and townhouse closings, and 478 of them were paid in cash. That is about 61% of the month's attached-home sales. None of these lender reviews applied to them.

The rules affected the other 304 sales, about 39%. For a seller, this means the August change didn't shrink demand evenly across the market. It applies one building at a time. A building that passes Full Review can still sell to buyers paying cash and to buyers using conventional loans. A building that fails it loses most conventional buyers. Those buyers can either move on or look for other financing.

That other financing usually costs more. In a Sept. 13, 2026 report in The Real Deal, South Florida mortgage executive Melissa Cohn of William Raveis Mortgage said that once the required documents arrive, more buildings are failing Fannie or Freddie thresholds. Buyers in those buildings turn to non-QM lenders, which typically charge higher interest rates. The same report said some brokers now prepare conventional and non-QM applications side by side. Cohn told The Real Deal the rules "will put a premium on the value of the buildings that are compliant."

Rates make that gap more costly. MIAMI REALTORS and RWorld put mortgage rates at 7.46% in their Oct. 16, 2026 release, up nearly 0.6 percentage points since early September. A buyer pushed to a higher-priced loan in that environment has less room in the budget for the purchase price.

Demand Is There, And Buyers Have Options

Jupiter's condo and townhome sales rose 13% year over year in September 2026, according to the MIAMI REALTORS September 2026 market report. Buyers are active.

They also have plenty to choose from. In September 2026, Palm Beach County had 6.8 months of condo and townhouse supply, compared with 3.6 months for single-family homes. Condos reached contract in a median of 53 days and sold for 93.2% of original list price. With that much choice, a financed buyer can drop a building with a problem budget and still find another condo nearby. Pricing a unit against comparable sales doesn't account for this. Two units with the same view and the same floor plan can have very different pools of qualified buyers if one association's budget passes Full Review and the other's doesn't.

What The Lender Asks The Association For

The sale now depends on paperwork the seller doesn't control. The Real Deal reported that deals are taking longer because brokers are waiting on condo associations for the right documents. Under Fannie Mae's and Freddie Mac's published guidance, the review usually covers these items:

  • The condo questionnaire. The standard GSE questionnaire is optional. If it is incomplete or doesn't support the lender's conclusion, the lender has to get other documentation. If the lender can't determine that the building does not need critical repairs, Fannie won't buy the loan.
  • Recent inspections. Structural or mechanical inspections completed within the prior three years have to be reviewed. Fannie does not require the association to order a new one. If no inspection exists, the lender uses other records to look for critical repairs. Freddie Mac's Condominium Unit Mortgage FAQ takes the same approach.
  • The budget and the reserve line. Freddie Mac's established-project standard currently requires at least 10% of the budget for replacement reserves. If a reserve study is used, the budget has to fund the study's highest recommended amount. Fannie's minimum rises to 15% for Full Review applications dated on or after Jan. 4, 2027.

A seller who gathers the association's current budget, any recent reserve study and any inspection report before listing can give a financed buyer's lender those documents in the first week. Without them, the lender has to request them from the association during the contract period, and that can delay closing.

The Season, In Order

  1. Aug. 3, 2026. Fannie's Limited Review and Freddie's Streamlined Review end for new applications. The reserve-study changes take effect for Fannie.
  2. September 2026. Countywide, 61% of condo and townhouse closings are paid in cash, and Jupiter's attached-home sales are up 13% year over year.
  3. November and December 2026. Many association boards set their next-year budgets in this window. Applications dated in these months still fall under Fannie's 10% reserve floor.
  4. Jan. 4, 2027. Fannie's 15% reserve minimum applies to Full Review applications dated on or after this date.

The Real Deal quoted Cohn on the January change. "A lot of these buildings don't have the financial capacity to increase their reserves to 15 percent," she said. If a building's 2027 budget meets 10% but not 15%, it can qualify for a financed sale in December and fail the same check in January, even though nothing about the building has changed.

A Few Questions That Come Up

Does this apply to every condo in Jupiter? No. Under Fannie Mae's table, detached condo units, 2 to 4 unit projects, and 5 to 10 unit projects outside a larger development or master association have project review waived, apart from some basic requirements.

Where do these rules come from? The changes in this post come from Fannie Mae's Lender Letter LL-2026-03 and Freddie Mac's Bulletin 2026-C. Both are lending standards for the loans those agencies buy. Fannie's letter notes that the change also ended the separate geographic restrictions that had applied to Florida.

Does an all-cash purchase change any of this? Fannie Mae and Freddie Mac set these standards for the loans they buy, so they don't apply to an all-cash purchase. In September 2026, 478 of 782 Palm Beach County condo and townhouse closings were paid in cash.
